The Rooney Rule

Does the Rooney Rule work?

In 2003, the NFL wrote into it’s bylaws the “Rooney Rule” which mandates NFL franchises to interview at least one minority for all upper management job openings beginning with head coach.  The wait was short to see if the league meant business. They promptly fined the Detroit Lions for failing to formally consider anyone but EuroAm Steve Mariucci for head coach that year.

The league is now faced with the delicate situation in which it is all but officailly confirmed that the Seattle Seahawks interviewd AfAm Leslie Frazier AFTER they had privately decided to offer the job to EuroAm Steve Carrol, performing to the letter of the law, but clearly in violation of the spirit of the law.
 
Does the Rooney rule work? Has it achieved it’s original mandate? Is it obsolete? And unless AfAm Tony Dungy had not called them out, would anybody else have?
